The rest of those children may have relatives to stay with, or otherwise, they're placed in residential care homes.
That compares to 4% of children in other care placements like fostering. For the general population it's 1%.
Tragically children that have left care make up 7% of the deaths of young people aged 18-21 despite only comprising 1% of the population for this age group.
